Project description:
WSP was appointed by Wokingham Borough Council to develop a suite of transport models to allow the assessment of Local Development Framework (LDF) Core Strategy proposals, the Town Centre Masterplan, and a number of Strategic Development Locations (SDLs) and highway infrastructure proposals. One of the major highway schemes to be assessed was the proposed Station Link Road designed to provide relief for the already congested town center junctions.

The Council required a PTV Vissim model that could be used to develop a design solution for the area around the Station level crossing (including the proposed link road) that could alleviate pressure on the town center and provide greater control at the crossing. The Vissim model needed to replicate the observed effects of the Station level crossing on traffic conditions, such as varying levels of queuing back through the town center, and simulate the impacts of proposed designs such as a signalized junction adjacent to the level crossing that would co-ordinate with the operation of the barrier.

A macroscopic model and a microscopic Vissim model were developed concurrently and in an integrated fashion, with the Vissim model traffic matrices extracted directly from the town center cordoned area of the strategic model. The macroscopic model was used to establish the strategic impacts of proposed developments and infrastructure, and the detailed impacts on the town center itself were assessed using Vissim. The benefits of the Vissim model enabled detailed representation of the closely coordinated junctions and level crossing, and facilitated a visual demonstration of the proposals to the public to enhance the value of the quantitative evidence.

The assessment report was published in support of the Council’s Core Strategy LDF requirements, 2D and 3D visualizations of the Vissim model were presented at public exhibitions. The planning application for the Station Link Road has been approved.
