Project description:

Aurecon was appointed by the EAC Directorate of Planning and Infrastructure to develop a transport strategy and regional road sector development programme.
The five East African Community (EAC) member states are served by a fairly extensive road, rail, lake and pipeline transportation network, as well as two major sea ports at Mombasa (Kenya) and Dar es Salaam (Tanzania). The EAC countries also have several international airport gateways at Nairobi, Mombasa, Dar es Salaam, Kilimanjaro, Entebbe, Kigali and Bujumbura.  
The preparation of the EAC transport strategy entailed the identification of regional strategic priorities and resources for transport sector development and operational needs in the medium term (ten years).  The development of the transport strategy will furthermore require a detailed assessment of all modes of transport in their regional dimension. The resulting strategy will be the EAC's key planning document for guiding regional policies and investments. The EAC regional road sector development programme will be a comprehensive multi-year work programme under budget constraints, based on the regional demand model and the goals and objectives as defined in the EAC transport strategy. This programme will also be built around engineering and economic concepts and principles in determining the impact on alternative regional highway investment levels and resulting regional highway conditions and performance.
